Programme Manager

Location: Shrewsbury


Kier Local Highways are looking to recruit a Programme Manager to join the Shropshire Council highways maintenance contract.


Job Purpose:

To provide an overall programme of works to enable the effective utilisation of resources and maximisation of commercial return from the contract and ensure compliance with TMA. In addition carry out the Permit Co-ordinator role in Central Area.


Key Responsibilities:
  • Undertake the planning and programme function to enable resource management of the maintenance and improvement activities to be delivered effectively and efficiently.
  • Ensure all works are programmed and planned to ensure compliance with TMA Permitting and NRSWA.
  • Administer all Permitting Works Notices sent electronically via an ETON system and follow the works through the process.
  • Develop a first class working relationship with the client and other Partners and stakeholders.
  • Provide the information of programme lined to resources in a timely and accurate manner to ensure contract management team are able to manage the process and resources cost effectively.
  • Liaise and manage the interface with the supply chain to ensure that there is a consistent approach to programming and planning works within the contract.
  • Produce the documentation necessary to communicate monitor and deliver programmes approved by the client including schedules, timescales, resources and budgets.
  • Assist in programming design delivery to assist in efficient delivery of works.
  • Provide programming advice to support the estimating and value engineering functions.
  • Work with the operations team and provide the programme in sufficient detail and with suitable allowance for time to enable method statements, estimates, safety documentation and other contractual documentation to be provided prior to commencement of work on site.
  • Attend all meetings at various levels with the client to collect and then collate the data from budgets and programme of works.
  • To hold workshops and briefings on the Traffic Management Act and its implications.
  • To manage a team of street works planners and carry out compliance on behalf of the LA.


  • Key Skills and Qualifications:
  • Have a comprehensive understanding of planning and estimating processes, tools, techniques and best practice.
  • Detailed knowledge of TMA and NRSWA
  • Have at least 5 years planning and operational experience in highways construction or maintenance.
  • Possess an appropriate qualification and have sound technical and commercial knowledge.
  • Have a sound understanding of health, safety and environmental legislation and best practice.
  • Experience of Early Contractor Involvement (ECI).

    · BI & management systems awareness
