The Pre Construction Manager role sits within the Development Services design team on behalf of the Principle Contractor, assisting with the safe and efficient planning and design of our main laying schemes from the outset. Its purpose is to contribute towards the design of our more complex schemes, ensuring constructability complies with Health & Safety and CDM requirements, keeps our customers at the forefront of our decision making and is commercially viable before being moved to the construction phase. It is also to actively promote safe working practices in line with existing policies and standards and to provide technical support and guidance to our design and construction teams to ensure safe, timely and effective execution of our works.

Key Responsibilities;

  • Ensure principles of CDM are applied and adhered to throughout the design stage
  • Ensure all scheme specific CDM documentation is available from PCI through to construction
  • Employ the principle of prevention, highlighting any risks and proposed controls and methods to assist safe construction
  • Highlight any significant risks such as Lifting and Temporary Works at design to ensure these are considered and managed as early as possible
  • Ensure compliance with all Water Quality, H&S and Installation regulations/policies/processes/documents within the design considerations
  • Make sure our environmental obligations are met including (but not limited to) ecology, archaeology, designated areas and ordinance
  • Maintain a pre-construction issue log, escalating and closing any actions with the relevant team or individual, briefing lessons learned and any process improvements to the wider team
  • Embed our positive health and safety culture through LIFE, including targets of zero harm and zero utility strike
  • Ensure quality control, commercial viability, engineering standards and the constructability of new schemes
  • Attend pre site and progress meetings liaising with all stakeholders and facilitate 'Project Rehearsals' prior to work commencing
  • Ensure scheme specific work pack is adequate and scheme specific
  • Ownership of Risk and Opportunity Log
  • Support design and operational team overcome ad hoc issues relating to scheme delivery
  • Manage and maintain a trial hole programme
  • Assist with producing commissioning plans and help to implement
  • Attend meetings with external stakeholders such as Parish councils, landowners, local authorities and agencies
  • Establish and maintain positive and effective relationship with the client
  • Supporting the team in respect to wellbeing and other occupational health issues that may arise
  • Responsible for stimulating and embedding a continuous improvement culture within the team and the promotion of ideas they develop
  • Develop and maintain a strong working relationship with internal departments
  • Provide support and specialist advice to the design and construction teams
  • Assist, less experienced staff, share best practice with others
  • Engage with our LIFE programme to ensure our employees mental health is supported
  • Ensure our customers are at the forefront of our mind with all design decisions
  • Adopt excellent customer relations and collaborative working
  • Embed and drive behaviours learned through our 'Make Today Great' training
  • Engage with customers and ensure that their needs are understood and met throughout a project
  • Help facility the delivery of the operational work by ensuring schemes are designed within the Water UK levels of service
  • Work to minimise customer contacts by encouraging a right first-time culture and driving our team
What do we need from you to be successful in this role?

  • Experience of Developer Services operations
  • Experienced of working in accordance with the Traffic Management Act
  • Knowledge of company IMDS strategy, policy and operational processes
  • Experience in a utilities type environment
  • Manual handling
  • Asbestos awareness
  • Commercial awareness
  • Proficient with office 365
Appropriate Qualifications

  • NRSWA Supervisor
  • POSWSH and regulated hygiene requirements
  • EUSR Water Hygiene
  • SHE Water or CSCS
  • Overhead power lines (GS6)
  • CAT and Genny Training
  • Full UK driving licence
  • Proficient in P6
