Location: Leeds (with client travel, typically 3 days per week on site)

Salary: £60,000- £80,000 basic

Salary is varied due to your level of skill, from someone recently stepping in the role to an experienced leader in the StreetWorks and Planning sector.

About the Role

A leading change management consultancy is seeking an experienced Streetworks Consultant to work with utility providers and local authorities, helping underperforming operational teams reduce fixed penalty notices (FPNs) and improve compliance.

This is a hands-on, client-facing consultancy role where you'll review permitting, planning, and execution processes, identify weaknesses, and implement practical solutions that prevent fines and improve performance.

You'll act as the link between operations, permitting, and regulation, ensuring teams not only comply with the New Roads and Street Works Act (NRSWA), but also adopt more efficient, transparent, and sustainable ways of working.

Key Responsibilities

  • Diagnose the causes of high FPNs and poor compliance in streetworks programmes.
  • Engage with utility providers, contractors, and local authorities to align processes.
  • Redesign permitting, planning, and scheduling workflows to improve performance.
  • Provide training, coaching, and tools to operational teams to embed best practice.
  • Monitor performance data and track improvements in compliance and efficiency.
  • Report to senior stakeholders on progress, risks, and long-term improvements.

Experience

  • Strong background in streetworks, permitting, or NRSWA compliance
  • Experience improving performance in utility or highways environments.
  • Consultancy or contractor-side background preferred (client-facing delivery).
  • Skilled in stakeholder management across multiple organisations.
  • Problem solving, able to identify a problem and develop potential solutions.
  • Willingness to travel to client sites (expenses paid).

Essential Qualifications / Certifications

  • Strong understanding of Streetworks / NRSWA / Permit Schemes and the Traffic Management Act (TMA).
  • Proven track record in streetworks compliance, permitting, or reinstatement inspections.
