Position: Managing Estimator Regional (on-contract)
Location: Nationwide.
Due to business re-organisation and to provide an estimating figurehead for the on-contract estimating team ahead of business growth, the Regional Civil Engineering Business Unit are seeking to appoint a Managing Estimator reporting to the Head of Commercial. The role will involve leading the team responsible for tendering within and target costing on current frameworks, and supporting the estimating for new and re-securing current frameworks. The role will also set the bench mark for estimating excellence through both leadership and hands on estimating. The role can be based anywhere in England but will interface significantly with teams in St. Austell, Exeter, Hatton (Warwick) and Leeds. Therefore a degree of travel and flexibility is required for the role.
Responsibilities
General
- Preparation of estimates, tenders and target costs for current and future frameworks including framework renewals
- Attend pre-construction and construction site visits.
- Striving for consistency, standardisation and excellence within the on-contract Estimating team.
- Manage the development of sound, robust and long term relationships with Clients and Design Teams.
Strategy / Planning
- Development of strategies to maximise win rates on current frameworks
- Development of strategies with the framework Commercial Manager to maximise commercial position through Target Costing
- Planning of tender estimates and arrangement of Tender Adjudication Settlement Meetings in conjunction with the appointed Bid Manager.
- Planning of target cost estimates and arrangement of signoff in accordance with BU Standing Orders
- Identifying the tender deliverables required in relation to the estimate from all parties and allocating to the estimating team as appropriate.
- Input into opportunities for innovation within tenders and contribute towards Win Plans for all opportunities.
People / Resource
- Regular Liaison and meetings with the Estimating teams as required in order to manage, motivate and support.
- Provide leadership in relation to day to day activities and training in order to develop and retain a high performing team.
- Carry out regular PPR's for direct reports and ensure PPR's are completed for the wider Estimating team members along with individual development plans.
- Ensure the estimating programme workload is communicated regularly to the team and resources are allocated appropriately.
- Brief Head of Commercial regularly on key issues
- Liaise with commercial teams for sending/receiving subcontract enquiries
- Promote professional development within the team with a chartered institute.
Management / Reporting
- Lead Tender Adjudication and Presentation to Directors and Senior Manager.
- Regularly review workload & work type and balance against priority and resource.
- Advise Senior Management of the suitability of tender opportunities.
- Manage the production of tender documents.
- Manage the preparation of enquiry documents, enquiry schedules, tender queries/clarifications/RFI's etc.
Process/Governance
- Ensure compliance with company policies and standing orders including periodic auditing as required.
- Evaluate risk/reward profiles for all tenders and ensure pricing is checked and validated.
- Identify potential areas of opportunity within the tender route to margin prior to tender adjudication.
- Manage and review supply chain members and develop long terms supply chain strategies whilst liaising with Procurement teams to ensure any competitive advantages can be capitalised upon.
- Ensure consistent and robust enquiry packages are prepared and reviewed and include relevant tender documentation, drawings and specifications.
- Ensure returned quotations from suppliers are evaluated correctly to ensure valid like for like comparisons take place and where necessary enter into correspondence with suppliers to bring quotations in line with the project specification requirements.
- Arrange a Tender Handover meeting in the presence of Estimators and Projects team and ensure a standard tender handover file containing supporting information in relation to the tender submission is available to issue to the projects team.
- Engage with Operations teams to ensure that current outputs, efficiency, technical knowledge and other relevant knowledge is obtained and used within tenders as appropriate.
Improvement
- Implement and monitor improvements to department efficiency in conjunction with the Pre Contract Director to include common pricing data, systems and processes to improve consistency and performance.
- Keep abreast of the current status of existing projects against tender assumptions both in relation to self-delivery and supply chain performance and communicate findings to Estimating Tea
- Obtain feedback on both successful and failed tenders and use information as appropriate.
- Drive the implementation of standard tools, processes and templates including maximising the potential of Causeway integration.
- Experienced estimator working on various civils and highways tenders and frameworks across client groups and sectors
- Comfortable working at both the operational, tactical and strategic level
- Proven experience managing and developing people.
- Proven experience in delivering change and improvement to business area.
- Holds or working towards professional status with chartered institute.
