Kier Local Highways are currently recruiting for a Traffic Management Act Coordinator to join the Suffolk Highways contract.

With specialist teams, we manage complex works from conception through to handover at the end of maintenance periods.

Job Purpose:

As a Suffolk County Council employee, to provide an administrative and business support role, particularly in relation to processing notices received from developers regarding works within or adjacent to the public highway.

Key Responsibilities:

  • Administer business processes and procedures associated with the receipt of notices from developers regarding works on, in or immediately adjacent to the public highway;
  • Ensure that these notices are recorded in Insight so that there is countywide visibility of this activity, particularly for the benefit of the Customer Service Centre, Customer Liaison Officers, Highway Condition Technicians, Community Wardens, Network Co-ordinators and Network Inspectors;
  • Co-ordinate notices with developers to ensure that these are accurate, timely and facilitate the best use of Suffolk's highway network, minimising disruption;
  • Provide accurate data so that it facilitates the opportunity to co-ordinate additional work together with those carried out by developers;
  • Keep accurate records of the performance of developers in providing accurate and timely notices;
  • Ensure that any fees that can be accrued as income from the developer notices are immediately sought from the relevant developer and process any such payments in an appropriate manner, recording all such transactions in accordance with stated procedures;
  • Organise meetings, invite attendees, collate and circulate meeting papers and handouts;
  • Check and bank money, issue receipts, manage petty cash, process invoices and maintain developer-related accounts etc);
  • Place orders for supplies and services and maintain office-based stock levels (such as stationery);
  • Contribute to the design and development of specific administrative systems and associated databases or spreadsheets;
  • Develop expertise and knowledge of administrative systems;
  • Contribute to team meetings and internal or external communications;
  • Provide an efficient administration, secretarial and/or financial support service (which may include drafting/sending routine correspondence, administering group email boxes; maintaining office records and filing systems, including electronic systems).

Key Skills and Qualifications:

  • NVQ level 3 in an appropriate subject (i.e. business administration or customer services) or equivalent knowledge and experience.
  • Good working knowledge of software systems such as MS Word, Excel, Outlook, SharePoint, Powerpoint, Insight and Works Manager
  • Highly proficient and accurate keyboard skills for producing reports and letters, as well as entering data onto databases and spread sheets and taking notes of meetings;
  • Knowledge and use of administrative and secretarial procedures (such as financial, administrative, HR, operational etc);
  • Knowledge of and proficient in the use of general office equipment;
  • Demonstrable understanding of confidentiality and data protection requirements in the workplace;
  • Understands customer needs and knows how to deliver a good customer service experience.
  • Research and problem solving skills to deal with queries and issues.
  • Good political awareness (i.e. the role of County Councillors, other local councils, the sensitivity of particular topics);
  • Well-organised with an ability to organise others;
  • Good communication skills (in person and in writing) with an ability to build relationships and interact clearly and effectively with stakeholders;
  • Organised, logical forward thinker and positive problem solver;
  • Able to progress a series of activities within recognised guidelines;
  • Self-motivated team player;
  • Have a flexible approach to working and demonstrable experience of readily taking on new challenges and responsibilities.
