Location: Tempsford, Bedfordshire.


Team: Infrastructure


Kier Infrastructure is recruiting a Head of Estimating to be based at our Tempsford Hall head office in Sandy, Bedfordshire. Reporting to the pre-construction director you will lead a team of estimators based at Tempsford and around the country. The Kier Infrastructure pre-construction team supports our Infrastructure Projects, Rail and Regional Civil Engineering businesses with a current combined annual turnover of £500m. Tender values range from over £1 billion to below £1 million.


Your key responsibilities will be:
  • Lead the estimating team
  • Develop an effective team of estimators to meet the changing needs of the business
  • Development of skills and efficiency within the estimating team
  • Preparation of cost plans prior to arrival of tenders
  • Selection, procurement and management of external QS / cost consultants as necessary to support the internal team
  • Work closely with the other functions in the department to develop and implement bid winning strategies from early in the procurement process
  • Working with joint venture partners to develop and manage estimating functions for major projects
  • Preparation of tender pricing in accordance with the required tender preparation programme
  • Leading supply chain relationships to allow them to respond with timely, comprehensive and competitive quotations
  • Ensuring the quality of pricing work carried out by the team
  • Identification of risk and opportunity and establishing the route to margin
  • Preparation of cash flows
  • Ensuring that pricing is presented in a clear understandable manner at internal adjudications
  • Ensuring pricing is presented to clients accurately and coherently at the correct level of detail and with any necessary qualification or explanation
  • Ensure compliance in accordance with policies and standing orders


  • The successful candidate should have the following skills:
  • Able to lead and motivate a team
  • Able to work closely and constructively with the rest of the pre-construction team
  • Good communicator
  • Able to prioritise and work on own initiative with no supervision
  • Conversant with tender preparation across all relevant business sectors
  • Have knowledge of, and the ability to use, computerised estimating systems
  • Have an understanding of different Conditions of Contract
  • Able to read and understand quotations, resolving any conditions or qualifications contained therein
  • Able to read and understand tender documentation
  • Able to embrace and develop new initiatives and technology
  • You should have experience or working on a range of civil engineering work-types and values.
