Job Title: Area 9 Deputy Roads Manager
Location: Stafford Park (Telford) or Birmingham
Introduction: Kier Strategic Highways are currently recruiting for an Deputy Roads Manager position to join our Are 9 Highways Maintenance department.
Job Purpose: We manage, maintain and improve the Major Road Network in the West Midlands on behalf of Highways England. The purpose of this role is to lead the teams responsible for Traffic Engineering, in understanding how the network is performing in respect of safety and congestion, as well as access for cyclists, walkers and horse riders. We also play an important role in advising Highways England on the impact of developments, checking proposals and overseeing third party development on the strategic highway network.
You will be the main point of contact for Highways England in respect of the functions described above.
Key responsibilities:
Ensure we meet our contractual requirements in a professional and timely manner
Set the team leaders clear objectives and set programmes of deliverables, monitoring delivery on time and to budget
Support other teams in providing professional advice in traffic modelling/assessments
Attend meetings with the Roads Manager and the other two Deputies to agree strategy, working effectively across the teams and temporary resource re-allocation across the teams;
Agree with your team leaders a team development plan so we develop individuals giving them more experience, learning and opportunities
Liaise on a regular basis with Highways England Asset Managers and support them in their requirements
Work with Highways England to develop forward programmes of Cycling, Safety and Integration schemes and carry out the necessary studies and value management assessments to meet our requirements to secure design and construction funding
Support Highways England in assessing third party development proposals
Where required carry out the design of traffic signing and traffic signal schemes
Actively promote Health and Safety in the workplace, setting a good example to other employees and ensuring their awareness of and compliance with Health and Safety responsibilities as set out in the company's Health and Safety Management System
Ensuring the high quality of the technical outputs of the teams, authorising all reports, designs and documents be presented to Highways England and others
Contributing to technical excellence and innovation across the team
Skills and experience required:
Advanced knowledge and practical experience in Highways Traffic Engineering
Extensive experience in understanding the Health and Safety issues associated with working on and designing for a High-Speed Road Network
Have been a leader in preparing highways design packages for pricing and delivery (Desirable)
Have been a leader in value managing traffic engineering schemes using Highways England's processes and procedures
An appropriate advanced qualification in Civil Engineering (preferably Degree status and Chartered - Desirable
A thorough knowledge of Highways England's Design Manuals (DMRB) and Specifications (SHW), particularly in relation to the functions of this role;
To be able to demonstrate working collaboratively with other teams and Clients
To be able to effectively assign work to teams/individuals, ensuring clear targets are set and monitored to meet the required deliverables on time and to budget.
