We at Protocol are working with an Established FE college in the South Wales area to recruit for a temporary ongoing Compliance and Facilities Manager on a full-time basis. You will lead the Compliance and Health and Safety protocol and policy implementation at the college with no direct reports.
Role responsibilities
To ensure that the college complies with current health and safety and environmental legislation, approved codes of practice and guidance.
To ensure the Group's environmental management processes complies with legislative requirements and best practices to meet recognised environmental standards such as ISO 14001, Green Dragon
To work proactively with all line managers to establish and maintain a system that promotes a culture of safe working practices and increases awareness of environmental and sustainability issues across the Group
To ensure appropriate health and safety training is provided to all staff, students and other stakeholders at the Group
To develop, implement, monitor and review Health & Safety and Environmental policies and practices to ensure they meet legislative and best practice requirements
To advise the governing body and senior management team on the implications of current and emerging health, safety and welfare legislation, including evaluating options, making recommendations and generating action plans to ensure compliance across the Group.
To monitor and report accidents and other incidents, as required; maintain records of these events, and report all accidents (students and staff) annually
To liaise with appropriate managers to maintain safe systems, providing advice and guidance and practical support where necessary to ensure that risk assessments of classrooms, workshops, laboratories, workrooms and other College areas are carried out. Also to carry out specific risk assessments as necessary
To develop systems so that Environmental and Health and Safety information is recorded and processed accurately, timely and in line with data protection legislation
To ensure the Group is compliant with current fire regulations
To ensure there are trained Fire Marshals at each site and the fire alarm system is inspected and maintained, and to carry out regular fire drills to check on evacuation procedures, and maintain appropriate records
To ensure adequate provision of trained first aiders and fire marshals and to ensure up-to-date first aid certificates and records are held
To produce and deliver reports and statistical information as required including for the Senior Management Team, the College Executive and the Corporation Board
To liaise with the Health and Safety Executive and other external agencies as required
To develop systems and procedures to ensure that external contractors operate appropriate Health and Safety procedures
To arrange for the disposal of specialised waste such as chemicals, computer monitors, fridges etc. ensuring that the Group complies with 'duty of care' and any relevant legislation
To liaise with the local environment health authority to ensure that that the Group complies with all legislation
To monitor contracts, taking appropriate action where required. Establish systems to ensure that the appropriate day to day supervision of contractors and contracts is undertaken
To ensure that the College policies for environmental, health and safety are supported by maintenance and building activities and complied with by all contractors
To ensure systems are in place to provide immediate reaction to emergency situations, devise solutions/remedial or temporary actions quickly to ensure safety and minimise impact on curriculum activities
To assist in the planning and management of building projects to ensure that they comply with CDM regulations (2015)
To work collaboratively with the Director of Colleges and Facilities, Facilities and Health and Safety staff to develop systems and procedures to support the effective and efficient running of the Colleges & Facilities department.
To deliver reports at relevant meetings as required.
The person & qualifications
Hold a level 6 qualification in a relevant subject
Hold relevant health & safety, estates and facilities management experience
Hold relevant professional qualifications
Hold Level 2 qualifications in English & Maths
IT literate to Level 3
To be able work flexibly and to travel across sites as needed
