Position: Agent Location: Regional Development Framework - Northern Region - Manchester Kier Highways Major Projects are looking to recruit an Agent to join the Framework team they will ultimately be assigned to one of the schemes. The role will initially be based in our Central Manchester office with travel to meet the design teams, client and project delivery. This will lead to a site-based role. Kier Highways have been awarded a place by Highways England on the 6-year Regional Delivery Partnership Framework. We are one of three companies who will collectively deliver projects through the north region in the 'Band B' (larger) schemes, overall regional spend will be circa £2.0billion. Kier will build on existing relationships with the client, stakeholders and supply chain based in the region to deliver schemes aligned to the Regional Investment Strategy (RIS) period 1 and period 2 schemes. Kier Highways will work collaboratively with Highways England and other partner organisations and will initially be responsible for the detailed design and construction of the £79 million A585 Windy Harbour to Skippool and the A5036 Port of Liverpool £129 million tranche 1 schemes. Further capital or operations schemes will be awarded to Delivery Integration Partners based on performance on early schemes. The role will initially involve working with the professional services team offering constructability, methodology and value management input, then feeding in to the development of target cost programme and price before moving in to site-based role. Key Responsibilities:
  • Work to and understand the Client needs and expectations and support the development and implementation of the Framework and Scheme Strategies to ensure that objectives are met.
  • Responsible for implementing and maintaining safe systems of work in accordance with Kier Safety, Health and Environmental Management System (SHEMS) for their section of works.
  • Responsible for demonstrating a personal commitment to implementing the quality management system and attainment of the Framework and Scheme targets.
  • Looking at an assigned section with the planner to develop the target cost methodologies and programmes; utilising Lean techniques to improve the efficiency and performance of the programme.
  • Working with the design team looking at construction methodologies and value management to manage risk associated with the design for a section of works.
  • Provides engineering support to ensure technical problems are managed, and technical queries are answered.
  • Liaise with the environmental management team liaising with stakeholders and professional bodies to manage any approvals required prior to construction.
  • Support with the preparation and maintenance of a RAMS Schedule and responsible for the preparation of Risk Assessments and Method Statements
  • Manage the preparation of the Inspection and Test Plans and associated check sheets to have then ready prior to construction starting for their section of works.
  • Responsible for maintaining a good working relationship with all stakeholders and understanding what their interests and expectation are in relation to the works.
  • Responsibility for the effective and efficient site management of the budget for an assigned section of works.
  • Ensures workforce understand setting out information has been identified as suitable for the type of work being carried out.
  • Technical and commercial appraisal of the supply chain during procurement selection and ongoing management of supply chain packages, as required.
  • Ensure that all client notifications and instructions are recorded and completed in a timely manner.
  • Ensure commercial risks and opportunities are identified, recorded and managed in accordance with company procedures.
  • Assist and promote the development of the team for example, identify training requirement and review the performance of direct reports, e.g. a team of engineers
  • Promote continuous improvement and share good practice at project level and within the business.
Key Skills and Qualifications:
  • Related HNC/Degree or equivalent.
  • Experience in a similar role.
