Protocol are currently recruiting with a long-standing provider of education for a temporary Commissioning Officer in the South London area.

Having been around for over 100 years, this client has a wealth of experience and a strong reputation behind it. Recently merged with local institutes to form a successful college group, they have recently been graded by Ofsted as GOOD in June 2016.

Role responsibilities

Act as the main point of contact internally and externally with local authorities for learners with HNS requirements from pre entry to exit.
Co-ordinate the HNS funding process ensuring that all parties involved (learners, parents/carers, College staff, and local authorities) are aware of the procedures, eligibility, timelines, and LA appeals process.
Liaise with local authorities and College staff to ensure that all documentation for HNS funding is completed accurately and to deadline, and that any further evidence required from local authorities is provided promptly.
Maintain and develop an up-to-date and effective database of applications accessible by designated staff.
Report weekly (at peak times) to managers on potential and confirmed income from local authorities and relevant learner information
Process High Need Support funding applications; referring complex cases to the Head of Learner Support/Head of Progression Pathways.
Input HNS funding on to Spirals database in a timely manner and with a high degree of accuracy.
Liaise with individual local authorities and agree payment schedules (monthly or termly in advance) for invoicing by the College Finance team and confirm payments to Head of Learner Support/Head of Progression Pathways
Co-ordinate the SEN annual review process to support managers; including developing an effective database of review dates.
The person & qualifications

A successful record of working effectively in SEN and/or post-16 education provision
A proven ability to organise, manage and co-ordinate the collection and collation of large quantities of data to produce agreed outcomes
Experience of working effectively with centrally established computerised systems, including a good standard of word processing, database and spreadsheet skills
A commitment to providing a highly effective service to learners with disabilities and learning difficulties
Educated to level 4
Educated to GCSE/ level 2 or equivalent with grades A*-C in English and Mathematics (or to achieve BKSB equivalent within six weeks of appointment)
An excellent working knowledge of high needs support funding
An excellent working knowledge of relevant legislation, guidance and best practice in relation to the assessment and review processes for learners with disabilities and learning difficulties in both pre-16 and post-16 provision
