We are currently looking to recruit a Health & Safety Manager to work with a leading further education university located in the centre of Sheffield with a view to starting immediately.

This will involve being the point of contact for first level health and safety issues, dealing with enquiries and advising on required action, providing proactive, timely and pragmatic interventions, including the interpretation and application of health and safety regulations, technical and engineering requirements and best practice.

Role Purpose:

To provide specialist knowledge for Health and Safety, leading and managing university-wide processes and/or services in relation to regulations and policy, ensuring adherence and contribute to university-wide strategies, plans and priorities.

Generic Responsibilities:

  • To lead the planning, resourcing and delivery of a consistent and professional service, ensuring customer service excellence, aligned to the University's Strategy. Ensure compliance with regulations and consider the wider implications for the University to support operational and strategic decision making.
  • Lead development and innovation; review and implement policies/ procedures and, standards for the service; analyse and interpret management information; undertake horizon scanning and incorporate customer feedback mechanisms to deliver continuous improvement.
  • Working collaboratively across professional services, to ensure consistent and high quality service provision; lead, develop and participate in internal/external networks and communities of practice; provide influence on cross-university project/ working groups and meetings.
  • Create flexibility in service delivery across Professional Services to accommodate peak periods and adapt to changing demands. Support and contribute to the University's annual programme of activities, e.g. Open Days, Course Information Days, clearing, enrolment and graduation.
  • To work as part of a cross-university management group, ensuring operational excellence and consistency of practice across the university and in specific lead areas

Role Specific Responsibilities:

  • To provide strategic leadership for health and safety in line with the university strategy and legal requirements; set standards and develop long term plans in relation to the delivery of specialist work; providing specialist support in line with the Management Regulations 1999 and associated statutory framework;
  • To provide management, leadership and expertise to direct line reports, and other staff where required, allocating responsibilities, motivate, lead and mentor staff where required; provide general guidance, coaching and support, developing their skills and knowledge, work planning and managing performance:
  • To apply expert knowledge in developing and delivering a high-quality service for health and safety, providing diverse and comprehensive support, responding to/ leading complex issues/areas across the University. e.g.;
  • produce regular monitoring reports, for defined service areas, on health, safety and wellbeing performance and compliance indicating areas for improvement, including an annual health and safety report to relevant leadership teams and local committees.
  • carry out investigations into incidents/accidents and work-related ill health issues as required, sharing relevant learning outcomes to key stakeholders including local safety action groups.
  • ensure the provision of specialist assessments of health and safety risk, and appropriate options for action, as required for the University's operations and/or relevant projects and developments
  • To monitor local health and safety governance structures and be accountable for the management of effective assurance systems to evidence that risk, safety, compliance, quality of Health and Safety is effectively managed within a culture of continual improvement and integrated business planning and management.
  • To develop and deliver bespoke health and safety training to staff, students (including in response to statutory/regulatory requirements, incidents or audit recommendations; promote awareness of the service; write guidance materials to ensure the service is understood and applied consistently across the university.
  • To advise line manager on issues affecting area of responsibility; produce and present papers/ report to relevant boards/committees to support operational and strategic decision making.
  • To manage the development and oversee the operation of administrative systems, record keeping within an agreed framework: e.g. use of BeOnline safety management system
  • To provide cover and support across Professional Services, deputising as required.To develop knowledge of the external environment and participate in HE sector professional activities.to ensure the service/ university is compliant with health and safety and adapts to best practice; represent and promote the University at external employer and education related events; e.g. through USHA, UCEA.

The ideal candidate will have:

  • NEBOSH Diploma (minimum requirement)
  • Previous experience within a similar role.

This role is based on a 3-month contract; however, this may be extended on a month to month basis after the initial 3.

You will be paid PAYE and the rate is £20.96 with holiday pay or £23.49ph without holiday accrual. This is based on a 37hr week.
