Heart of Wales Property Services (HoWPS) is a 50:50 joint venture partnership between Powys County Council and Kier, a leading property, residential, construction and services group. Our partnership began on 3 July 2017 and we are responsible for the repairs and maintenance work to council homes and public buildings across Powys. A consultancy service is also provided, which delivers Powys County Council's major capital investment programme, small works projects and a design and build service. Employing approximately 150 people locally we are headquartered in Llandrindod Wells, and also have teams based in Newtown and Brecon.

Kier Places are recruiting now for a Compliance Officer to support the management of technical compliance (Housing and Facilities Management) on our Heart of Wales Property Services Joint Venture (HoWPS).

Compliance within HOWPS include Legal compliance relating to Technical Statutory Requirements and Regulations; Technical Mechanical, Electrical, Water, F-Gas, Gas, Asbestos, and Fabric compliance; and Contractual compliance.


Key Responsibilities

In this role, you'll promote statutory compliance across key stakeholders, supporting Compliance Managers with desk or site audits, scheduling planned maintenance activities and ensuring the supply chain delivers the technical compliance across the lifecycle. Your role will focus on continuous improvement and risk mitigation, whilst ensuring you're up-to-date with the required technical knowledge to deliver on our compliance strategy.

We will look to you to schedule Planned Preventative Maintenance and Cyclical Maintenance activities with Supply Chain and ensure works are booked in in a timely fashion and paperwork received on time; and ensure the supply chain is qualified and well-managed at all times in order that it can deliver the technical services required to facilitate technical compliance.


What do we need from you?

The ideal & successful candidate will have experience within technical compliance from a Facilities Management / Building Services background, and ideally be working towards membership of an affiliated body (CIBSE, IOSH, RICS or BIFM).

You should have the ability to influence and negotiate to achieve value and adopt a service improvement approach through the supply chain; have good commercial awareness & acumen; have experience of managing and delivering improvements through a supply chain; and have relevant experience covering administrative, contractual and financial aspects of a contract.

As this is a coordination-type role, a background of planning, coordinating or logistics will be considered.
