We are currently looking for an Asset Needs Manager to join our Highways team in Brixworth to be responsible for managing the asset inventory and understanding the needs and priorities from an asset management perspective.

Key Responsibilities

In this exciting Asset Needs Manager role, you'll lead, mentor, and develop a team of asset management professionals including highways and rights of way safety inspectors. This role will lead on the development on the Contractors Annual Plan with the identification and prioritisation of maintenance schemes including understanding customer and stakeholder needs. You'll work with the authorities to annually review the Asset Management Plan along with other policies and strategies. In addition, you'll be responsible for the delivery of the highway inspection programme in Northamptonshire including leading and mentoring a team of dedicated highway inspectors and implementation of the requirements of the authority's Highways Safety Inspection Manual, Network Management Plan and Asset Management Strategy, keeping the network safe for all users. You will assist in the defence of insurance claims including attendance at court as necessary to give evidence on highway inspection policy and procedures.


What do we need from you?


  • Degree in Civil Engineering or other appropriate subject in HNC/HND is essential.
  • Incorporated Engineer or working towards IEng/CEng status would be advantageous
  • LANTRA Highway Inspection accreditation or similar
  • Extensive knowledge of local authority asset management strategies, principles, plans and systems and the ability communicate these to internal and external stakeholders
  • Knowledge and experience of budget and scheme prioritisation using a risk based approach and the ability to present this as part of the Contractors Annual Plan
  • Experience in either the construction, highways maintenance or utilities industries (desirable)
