Location: Shrewsbury (with travel around Shropshire)

Kier Local Highways are looking to recruit an Assistant HR Business Partner to join the Shropshire Council highways maintenance contract.

Kier Highways design roads, bridges and intelligent transport systems (ITS), covering strategic and nationally important roads, as well as local roads serving local communities. With specialist teams, we manage complex works from conception through to handover at the end of maintenance periods.

Job Purpose:

To provide a professional and consistent HR Service to Managers within Highways Services. Responsible for guiding, advising and challenging employees and the business in all matters relating to employment and ensuring that the culture of the organisation is working towards the vision of an integrated company with people providing the best services they possibly can. The Assistant HR Business Partner is responsible for ensuring that all Human Resource activities are managed effectively and in accordance with Company policies and procedures.

Key Responsibilities:
  • Supporting management teams in aligning HR and business strategy.
  • Implement HR agenda in line with corporate vision.
  • Working with HR specialists and the transaction centre to enable delivery of structure and improvement to meet the business plan.
  • Member of the HR management team, attending monthly meetings.
  • To attend meetings which have potential strategic impact on people
  • Ensuring corporate retention strategies are delivered consistently in sector.
  • Responsible for all ER activities in the sector, providing employee relations advice (disciplinary, grievance, etc).
  • Supporting local and sector Employee Forums.
  • Ensuring corporate retention strategies are delivered consistently in sector.
  • Oversee sector pay review & profit share.
  • Oversee sector PDR & appraisal process, reviewing PDR's to ensure quality (SMART stretching targets, fully complete etc) and consistency (in scoring).
  • Responsible for all L&D activity in sector.
  • Providing monthly sector HR reports to HR and Sector Management team.
  • Support the design and implementation corporate projects (i.e. changes to T&Cs / modernisation).
  • Challenging current thinking, behaviour, structure and practice.
  • Responsible for co-ordinating policy updates throughout sector HR Teams
  • To ensure the legal advisors PSL is regular reviewed and the HR team receive the highest standards in terms of quality of service and rates.
  • Advising on policy and practice under the corporate framework.
  • Supporting management teams in Corporate Talent and Succession planning activity.
  • In conjunction with managers to reduce labour turnover
  • Supporting managers in employee development.
  • Advising and supporting managers in the formulation and delivery of retention strategies, working with Senior Management Team to deliver improvements.
  • Supporting managers in resource planning activities, challenging & advising managers throughout the process. Involvement in senior level recruitment.
  • Advising on pay and benefits queries, ensuring pay & benefit consistency across sector and business.
  • Advising managers on performance management issues.
  • Supporting management team in formulating training plan within deadline, providing advice on learning and development activities.
  • Ensuring management teams are provided with key HR management information to support running of the business / decision making
Key Skills and Qualifications:
  • Proven HR experience, ideally in a fast paced environment
  • Good understanding of employment legislation
  • CIPD qualified
  • Advanced knowledge of word and excel
  • Used to dealing with sensitive data
  • Able to demonstrate success with people management initiatives
  • Good understanding of the business environment
  • Commercially aware
  • Able to build effective working relationships
  • Knowledge of training
  • Knowledge of HR databases
