Location: Kier head office at Tempsford Hall, Sandy, Bedfordshire - ideally you'll be based within a 1 hour drive
The opportunity:
Kier Strategic Frameworks and Alliances provides construction services across the public sector, focusing on the central government departments and regional authorities, securing and growing national and regional construction framework business. The team are looking for a committed, innovative and motivated individual with Cost Planning and/or Quantity Surveying/Estimating experience with a strong knowledge of construction methodology.
This is an ideal opportunity for an individual with building industry experience and a commercial bias who can demonstrate a sound practical approach. The role is key to the successful value management of potential public sector construction projects in education, health and defence, the scope of the role will focus on developing cost plans, cost management, negotiation with consultants, suppliers and subcontractors ensuring bid budgets are robustly formulated and achieved, facilitating value engineering workshops and informing design teams on affordability. Working within the Commercial Department with specific cost planning expertise you will make a real contribution to the success of the group and profitability right from the start.
Responsibilities:
- Provide commercial and contractual advice to the Operating Division
- Negotiate competitive design consultant fee levels and payments terms on SFA projects
- Contribute to the SFA Cost Database & Cost Library
- Maintain the Education & Health Data base ensuring they are updated regularly
- Provide advice on scheme affordability to Operating Division
- Carry out project cost planning across SFA
- Liaise with FF+E & ICT Consultants to set budget limitations & to achieve optimum provision
- Prepare Life Cycle Cost analysis to ensure timely & competitive LCC reports
- Ensure records are maintained and in an appropriate format
- Apply value management on all SFA led projects
- Add to knowledge of build costs and share with SFA commercial team
- Be familiar with the cost of current and innovative construction techniques and materials
- Seek to improve quality of response for all SFA bids and pre-qualifications
- Ensure compliance with Kier Standing Orders and Framework protocol
- Provide support to Kier staff on all aspects of Framework commercial/contractual matters
- Commercial preparation for bids. Implement commercial bid strategy
- Develop, implement and monitor commercial aspects of bid strategy with Operating Division
- Effectively hand over successful tenders/cost plans monitoring up to financial close
- Demonstrate good presentation skills
- Collect and disseminate commercial best practice within the frameworks
- Identifying commercial/contractual non conformances
- Support and seek to improve the bid winning strategy for individual projects
- Assist in commercial support for newly secured SFA Frameworks
Requirements:
- Suitable experience and/or a construction related accredited degree e.g. CIOB, RICS, ICE.
- A full UK driving licence
- A vast amount of experience of cost planning within the construction industry
- To be successful in the role candidates will be expected to demonstrate the ability to work effectively within a team and have excellent communication, presentation and interpersonal skills.
- You will need to show potential leadership skills, able to make decisions, manage resources, negotiate on all levels and influence outcomes.
- We also require you to be business and customer aware, gained from previous work experience within the industry and a good knowledge of Kier and our structure as a business.
