Location and scope - This role is ideally suited for those willing to travel from the Kier head office in Tempsford, Bedfordshire, however will require frequent travel on a national scale

The opportunity:

Strategic Frameworks and Alliances provides construction services across the public sector, focusing on the central government departments and regional authorities, securing and growing national and regional construction framework business.

The Business is seeking a Defence specialist Framework / Bid Manager who will report directly to the Kier Strategic Frameworks Defence Lead. The post will be responsible to lead delivery for MoD originated construction schemes from opportunity notification through the contract award. The post will cover the full range of defence schemes, focussing primarily on project opportunities in the central and northern regions and projects originating outside the current DIO frameworks. The post will also involve providing lead engagement on MoD originated construction business opportunities, working closely with the National Major Projects and Regional Business Units in supporting of their Defence growth strategies.

The successful post-holder will contribute to planned and sustained business growth in the Defence Sector through the production of client bespoke bid proposals. You will be working on new build and refurb construction projects with values up to £250 million in the Defence sector, and where necessary to the business, supporting other central government department bids, notably Ministry of Justice and Emergency Services.

The successful candidate will work closely with the Business Units on Defence bids with the ability to take full ownership and full responsibility for the end to end bidding process on Defence standalone and framework bid opportunities from receipt of the invitation to tender through to bid mobilisation.

Key Responsibilities:

  • Assemble a bid team with the relevant knowledge and skills to prepare a winning bid for the MoD client.
  • Follow the agreed Kier bid management procedures and ensure they are implemented at each stage of the bid process.
  • Manage the bid qualification process for new opportunities in accordance with Kier Standing Orders and bespoke MoD Agency/PFI bidding guidelines (including relevant MoD standards as set out JSPs).
  • Chair Bid Kick off meetings, solution development and mid bid meetings.
  • Manage virtual bid teams and inputs from a variety of stakeholders, ensuring they are fully briefed and understanding the client bid requirements/key deliverables and develop a win plan for each opportunity.
  • Attend feedback / debrief sessions with client on all bids.
  • Manage the clarification process with the client including making sure the bid team are kept fully up to date with clarifications/document changes etc.
  • Support teams to prepare for site visits and interviews including presentations and briefing on the team on the Bid Promises.
  • Ownership of the bid programme and process from inception through to submission and thereafter where appropriate.
  • Co-ordinate tender queries/amendments, assessing impacts and advising the bid team.
