Delivery Manager (Provider Works)


Location: Merrow, Surrey


Kier Local Highways is looking to recruit a Delivery Manager to join the Surrey highways maintenance contract to assist the Operations Manager in the execution of their duties and act on their behalf as directed.


Key Responsibilities:
  • To manage the delivery of selected schemes originating from the design teams and maintenance teams.
  • Manage staffing requirements for all schemes including their supervision and resource planning, effectively managing time and resources to suit the business requirements.
  • Ensure all delivery processes and procedures are complied with.
  • Maintain close liaison with the CDM team and identify potential hazards, requiring amendment to the design/delivery process where required ensuring compliance with the CDM Regulations.
  • Adhere to CDM procedure to ensure a safe system of works.
  • Ensure effective liaison with the Road space and TM Programming Teams.
  • Ensure effective liaison with the Communications Team about all planned/programmed works and ensure any general public are notified at the appropriate juncture.
  • Drive the weekly delivery meeting and monthly supervisor meetings
  • Ensure continuous liaison with the planning and commercial teams ensuring that the scheme delivery programme is monitored and maintained.
  • Drive the effective use of introductory meetings and site visits with Contractors and Designers.
  • Arrange/attend meetings between Client, Designers and the Contractors to enable the benefits of 'early contractor involvement' to be maximized to ensure 'value engineering' is incorporated into schemes during the design phase.
  • Assist in the preparation of monthly financial and progress reports for submission to the Client.
  • Maintain a close liaison with the commercial team ensuring that programmes are being adhered too and that deadlines are achievable. If necessary instigate amendments to the programme accordingly.
  • Ensure all necessary construction related Quality Management and Health and Safety documentation is prepared and adhered to.
  • Ensure compliance with the duties and responsibilities of the Principal Contractor under the CDM Regulations, and manage the production of the Construction Phase plan (Provider Works) and Health and Safety File.
  • Drive the monitoring of progress of construction and develop an appropriate action plan where works are falling behind programme. Encourage the active management of Contractors and co-ordination of their activities by regular meetings during the construction phase.
  • Promote the introduction of innovation during the construction phase.
  • Liaise with the Operations Manager to ensure that decisions/directions are consistent with the achievement of quality, safety, programme and financial objectives.
  • Drive the recording and valuation of work carried out, and ensure Contractors make applications for payment in the specified format.
  • Manage the preparation of appropriate Certificates for the works (e.g. Payment Certificates, Completion Certificates, Construction Compliance Certificates and Defects Certificates).
  • Ensure all staff assigned to them are sufficiently qualified, experienced and trained in their relevant disciplines in order to perform their duties including the identification of appropriate training where necessary.
  • Assist with briefing Site Supervisor/Delivery Managers (and their staff) on the specific requirements of their role as the Operation Manager's representative on site
  • Support the Operations Manager in his dealings with the Client and Contractors.
  • Support Site Supervisor/Delivery Managers to ensure, as far as is reasonably practicable, the Contractors develop safe systems of working and that they are adhere to.
  • Support Site Supervisor/Delivery Managers to ensure construction works are managed and administered in accordance with the Contract.
  • Support Site Supervisor/Delivery Managers to ensure the data necessary for the measurement of KPI Performance and other measures are collected and that appropriate Measurement Reports are prepared.
  • Support Site Supervisor/Delivery Managers to ensure appropriate inspection, sampling and testing is carried out in order to verify compliance with the Contract.
  • Promote the liaison with other Managers and Roadspace Manager regarding co-ordination and integration of Works.
  • Ensure liaison with Local Authorities, Statutory Authorities, Emergency Services and other third parties where necessary to ensure successful completion of the Works.
  • Actively promote Health and Safety in the workplace, setting a good example to other employees and ensuring awareness of and compliance with general Health and Safety responsibilities as set out in the Health and Safety Management System.
  • Perform other duties as may from time to time be reasonably required.


Key Skills and Qualifications:
  • Industry qualification or the equivalent in experience
  • Relevant experience of working within the highways industry including knowledge of network operations and scheme delivery
  • SMSTS
  • CSCS Supervisors (Gold) card
  • Excellent verbal and written communication skills
  • Computer literate with regards to MS Office applications/programmes
  • Highly developed interpersonal skills
  • Good working knowledge of the NEC3 Forms of Contract preferred
  • Prince 2 (Practitioner) preferred
