Introduction:



Kier Strategic Highways are currently recruiting for an Deputy Roads Manager position to join our Are 9 Highways Maintenance department.







Job Purpose



An additional Deputy Roads Manager (currently two but increasing to three) reporting to the Area 9 Roads Portfolio Manager. Responsible for delivering tasks assigned by the Roads Manager and direct line management for team leaders and individuals. The work assigned will include supporting Highways England in developing a 5 year Renewal of Roads Programme, Value Management and Design of Roads Schemes.















Key responsibilities:





  • Overseeing all roads value management and assisting Highways England in identifying a 5 year programme.
  • Design of all types of roads schemes and where necessary use other Kier teams to support.
  • Establish, develop and maintain good working relationships with the Highways England's Asset and Safety and Engineering Standards (SES) team and HE Area 9 Asset Managers.
  • Identify and promote new and efficient ways of working, not only for the value management and design processes but also by working collaboratively with Highways England and our supply chain in respect of new materials and techniques (Early Contractor Involvement).
  • Work in close collaboration with the other Area 9 Kier Highways Teams including Commercial and Delivery.
  • Actively promote Health and Safety in the workplace, setting a good example to other employees and ensuring their awareness of and compliance with Health and Safety responsibilities as set out in the company's Health and Safety Management System.





  • Skills and experience required:





  • Advanced knowledge and practical experience in Highways Engineering and Materials.
  • Have been a leader in preparing highways design packages for pricing and delivery.
  • Have been a leader in Value Managing schemes using Highways England's processes and procedures.
  • Experience in using the Highways England's Pavement Management System (HAPMS).
  • An appropriate advanced qualification in Civil Engineering.
  • A thorough knowledge of Highways England's Design Manuals (DMRB) and Specifications (SHW), particularly in relation to highways assets and their maintenance assessment.
