Title: Design Manager Salary and benefits: Competitive salary plus company car or car allowance, matched pension up to 7.5%, numerous retail discounts and various share scheme options. Location: Manchester Business area: Highways Major Projects, Regional Development Framework, Northern Region Introduction: The role will initially be based in our Central Manchester office with travel to meet the design teams, client and project delivery. This will lead to a site-based role. Kier Highways have been awarded a place by Highways England on the 6-year Regional Delivery Partnership Framework. We are one of three companies who will collectively deliver projects through the north region in the 'Band B' (larger) schemes, overall regional spend will be circa £2.0billion. Kier will build on existing relationships with the client, stakeholders and supply chain based in the region to deliver schemes aligned to the Regional Investment Strategy (RIS) period 1 and period 2 schemes. Kier Highways will work collaboratively with Highways England and other partner organisations and will initially be responsible for the detailed design and construction of the £79 million A585 Windy Harbour to Skippool and the A5036 Port of Liverpool £129 million tranche 1 schemes. Further capital or operations schemes will be awarded to Delivery Integration Partners based on performance on early schemes. Key responsibilities:
  • Manage the design process during the pre-construction and as required, the construction phase.
  • Fully investigate Value engineering and value creation opportunities.
  • Interrogation of enquiry documents, in the form of an Employer's Requirements.
  • Production of a Contractor's Proposal document in liaison with other internal departments.
  • Manage our design process via external consultants.
  • Drive innovative and cost effective solutions into the design.
  • Progress design issues within a strict timescale & ensure designers meet information delivery dates.
  • Review Sub contractor design proposals.
  • Verify & control status of consultants and subcontractors drawings and specifications & maintain registers.
  • Ensure the consultant scope of services, responsibilities and fees are agreed.
  • Facilitate the completion of a project risk register.
  • Attend tender launch /tender adjudication and launch meetings as required.
    • Skills and experience required:



  • Commercial awareness.
  • Have an understanding of different Client procurement routes. Understanding of Regulations and Planning Permission procedures
  • Experience of site/contract procedures would be an advantage.
  • Ability to organise, plan, programme and manage workloads.
