The opportunity:
Kier Strategic Frameworks and Alliances provides construction services across the public sector, focusing on the central government departments and regional authorities, securing and growing national and regional construction framework business.
Kier Education are looking for a committed, innovative and motivated individual with Bid Management and/or Design Management experience with a strong knowledge Primary and Secondary School design.
This is an ideal opportunity for an individual with building industry experience and a design bias who can demonstrate a sound approach to client engagement and development of a compliant, affordable school design within a successful support function of the Kier UK Build business.
The role is key to the successful management of the client facing bid process for education construction projects through the ESFA Frameworks, the scope of the role will focus on selecting the design consultants, managing the two stage tendering process from RIBA work stage 1, including bid submission collation and preparation, client engagement meetings and design team meetings culminating in a fully compliant affordable school design to RIBA work stage 3. In addition ensuring compliance with Framework protocols and commitments are also important duties for the role.
Responsibilities:
Bid Management
Kier Education provide the bid lead role for projects procured through the ESFA's new £8bn Construction Framework. In a two stage competitive bid process the Framework Manager leads the client facing engagement process providing a single point of contact whilst supported by a team of design consultants and the contractors preconstruction team (from our regional trading divisions). A key attribute in the engagement process is to manage stakeholder expectations.
Stage 1 of the bidding process is a written pre-qualification submission, Stage 2 is a design competition developing the scheme from Feasibility stage through to just short of Planning submission in approximately 6 weeks, this is done through a series of engagement meetings with stakeholders to arrive at a bespoke compliant solution to or below the prescribed funding limitation and culminating a bid submission document comprising draft Contractors Proposals and responses to set technical questions.
This 2 stage bid process includes consulting with our regional trading divisions to agree design consultant selection, win strategy, bidding tactics and attending tender adjudication meetings with senior management.
Framework Management
Ensuring compliance to our Framework obligations, monitoring projects and providing support to our regional trading divisions through to contract close.
Best Practice
The collection and sharing of best practice with our regional trading divisions and within Kier Education to improve the quality and competitiveness of current and future bids.
Establishing and Improving Relationships
Develop and foster relationships with EFA Project Directors, Technical Advisers and supply chain key contacts.
Requirements:
- We welcome applications from those with suitable experience and/or a construction related accredited degree e.g. RIBA, MCIBSE, CIOB or ICE
- The right to live and work within the UK (or the ability to obtain the correct visa/work permit)
- A full UK driving licence.
- At least 10 years experience within the construction industry
We also require you to be business and customer aware, hopefully gained from previous work experience within the industry and a good knowledge of Kier and our structure as a business. More then anything we are looking for an individual who is committed, with a positive and proactive attitude towards their development.
