General Facilities Manager

Location: based from our St Mellons, Cardiff office

Business Area: Kier Places - Facilities Management - Velindre Cancer Centre MIM contract

Contract & hours: Permanent, full time - Monday to Friday, 40 hours per week


Kier Places are recruiting now for a General Facilities Manager to join our Facilities Management team in Cardiff on a unique, exciting new venture in the development of the new Velindre Cancer Centre as part of a Mutual Investment Model (MIM) Consortium, on behalf of Velindre University NHS Trust. In this role, you'll be heading up providing input at the construction phase and, once complete, deliver hard facilities management services at the centre.

The new Velindre Cancer Centre is being built to be the most advanced & sustainable cancer centre in the UK & Europe, and this role will cover three phases of the new Velindre Cancer Centre: Preferred Bidder Stage (Present - Spring 2023); Construction Stage (Spring '23 - Summer '25); Operational Stage (Summer 2025 onwards).


Key Responsibilities - Preferred Bidder Stage (Present - Spring 2023)

Reporting directly to the Operations Director and based primarily at our Cardiff office, you'll lead the process of ensuring that all documentation in relation to the MIM Contract is produced, including flow down of the FM agreement and schedules; Service Delivery Method Statements are produced; any design changes from the consortium are acceptable to Kier; and ensure the successful award of the contract.


Key Responsibilities - Construction Stage (Spring '23 - Summer '25)

During this stage, you'll now lead the process of ensuring that Kier liaise with the MIM Consortium in relation to all aspects of the construction, ensuring that Kier are party to all decisions made; ensure that the Construction Contractor build the centre in line with the drawings and contractual requirements; and commence mobilisation for both phase 1 and phase 2, ensuring that the building is commissioned correctly so that we can commence service provision and so that we are able to meet all our contractual service delivery requirements.


Key Responsibilities - Operational Phase (Summer 2025 onwards)

In the operational phase, you'll then be based at the new Velindre Cancer Centre & begin reporting to the Regional Operations Manager, where you'll be responsible for the complete delivery of all the contract requirements within the MIM contract relating to the provision of the Hard Facilities Management Services. The scope of services will include Mechanical and Electrical Services, Energy Management, aspects of Grounds Maintenance, and Lifecycle works & variations.


Overall General Facilities Manager Responsibilities

Working collaboratively as General Facilities Manager with Kier FM, you'll be the main point of contact between Kier FM, SPV Consortium and the Authority Representative; maintain the highest standard of client satisfaction and care; provide proactive leadership & development of colleagues and employees; be responsible for delivering Community Benefits / Social Value Requirements of the contract; as well as promote & ensure Quality, Health, Safety & Environmental compliance in line with Kier & client policies and legal requirements.

As a focused General Facilities Manager, you'll be ensuring that all conditions of the contract are being met at all times through being responsible & accountable for the Profit & Loss (P&L) of the contract; managing contract variations; produce monthly reports, attend meetings and monitor all performance measures in line with the service agreement; and ensure there is efficient & effective utilisation of labour, materials, plant and equipment within the allocated budgets.

With a focus and passion for the project at hand & success for Kier and our client, you'll ensure control processes are implemented to manage contract delivery; maintain robust systems of data and reports for governance reporting; ensure effective Energy Management of the building; manage and monitor site activities & progress for site safety, quality, commercial and environmental responsibilities; ensure the CDM fixed term construction phase plan (CPP) is kept up to date; ensure the satisfactory completion of all projects to meet agreed deadlines; and undertake Duty Holder responsibilities where required.


What do we need from you?

To be our General Facilities Manager, you will have experience in a commercial, technical & management FM position, and experience & knowledge of complying with PFI contracts alongside a strong commercial understanding, preferably within a hospital or healthcare FM environment.

You'll need to have a demonstrable understanding of Health Technical Memoranda (HTMs); working knowledge of SFG20 maintenance requirements & Statutory Compliance; good understanding of Health & Safety with IOSH Managing Safely certificate; have had responsibility of Profit & Loss (P&L); and a demonstrable, solid understanding of Payment Mechanisms.

To make the most of this role, you'll have the ability to effectively liaise and deal with a variety of internal & external stakeholders, including the general public & the client, those involved in the consortium partnership, construction contractors, legal, commercial & finance departments, and a variety of Kier colleagues; have the ability to maintain & enhance the reputation of Kier and the Velindre Cancer Centre; have an empathy for the environment you will be working in; and possess the technical, commercial & leadership ability to ensure the best for Kier & the client at all times.
