Planning Manager - Blenheim
Full time, permanent position.
We are looking for an experienced Town Planner to join Blenheim as a Planning Manager. This is a key role responsible for guiding development proposals through the planning system to meet the development needs of the business. You will work closely with the Head of Planning, colleagues and external consultants to promote and obtain planning permission and support the efficient ongoing delivery of our developments. The role will involve the identification and appraisal of new opportunities, all the way through to delivering detailed planning consents and discharging planning conditions.
Reporting to the Head of Planning, your workload will be broad in scope and involve shaping and assessing the case for development projects across the entire Blenheim Group, including Blenheim Estate, Vanbrugh Unit Trust, Pye Homes, and Blenheim Strategic Partners. The Blenheim Group of businesses covers everything from a World Heritage Site and visitor attraction welcoming a million guests a year to the Grade I Listed Palace, Park and Gardens, through to a bottled water business and a wide range of real estate businesses, including BSP, a strategic land and planning business, Pye Homes a regional housebuilder and the Blenheim Estate/Vanbrugh Unit Trust, being the core real estate investment and development portfolio of the Blenheim Estate.
The Role:
- Advising on and preparing, submitting, and negotiating both planning and Listed Building consents both inside and outside the World Heritage Site.
- Planning appraisals of prospective future sites.
- Liaising with and providing planning advice to colleagues in the Land, Technical, Property, Construction and Commercial departments in relation to development matters.
- Preparing and submitting call for sites submissions.
- Preparing and submitting representations to planning policy documents, including local plans and neighbourhood plans.
- Co-ordinating and project managing a consultant team to compile documents required to support planning applications.
- Developing a network of positive and constructive relationships with a wide range of decision-makers, including local planning authorities and other bodies.
- Ensuring planning conditions are discharged/complied with in accordance with decision notices across a number of sites.
- Preparation and submission of planning applications.
- Discussions and meetings with Councils and other stakeholders to progress applications through the planning process.
- Working with the Head of Planning to provide Board Meeting progress reports.
- S106 monitoring and discharging of obligations and financial contributions.
- Ensuring CIL notices are served, and the correct procedure is followed.
- Attend occasional public meetings such as with Parish Councils, Planning Committees and other bodies as appropriate.
- Identifying and assessing sites as strategic land promotion opportunities.

What you will need to have:
- Candidates should be a chartered member of the RTPI.
- Post qualification experience gained in a similar role is required.
- Previous experience of working with a housebuilder would be advantageous.
- Fully conversant with current planning system and legislation.
- The ability to prepare, review, and draft an array of planning documentation.
- The ability to prepare complex planning applications, draft appraisals, undertake research and make site visits.
- Outstanding analytical, report writing, and problem solving skills.
- Excellent written and verbal communication skills.
- A track record of building strong working relationships with local planning authorities, external consultant teams, Parish Councils and Councillors.
- Proven ability to manage your own time and manage a busy workload is critical.
- Candidates must also have a full UK driving licence as the role will involve driving to meetings as well as conducting site visits.
