Position: Pre Construction Manager

Location: Guildford, Surrey

Kier Highways is looking to recruit a Pre Construction Manager (PCM), who will be responsible for the efficient and effective programming and estimating of schemes developed by the "Design Team" The PCM will hold overall responsibility for ensuring design packages are sufficiently detailed to facilitate the accurate pricing and planning of the works. The PCM will be responsible for developing the annual construction programme and will work closely with the planning manager to ensure the efficient flow of work from inception to construction. The PCM will act as the primary contact for ECI with subcontractors and designers.


Responsibilities:
  • The day to day line management of the resources with 'sub' teams.
  • The technical compliance of projects delivered by the team
  • Develop and deliver the annual construction programme
  • The management of projects delivered by the team and compliance with the agreed procedures.
  • Collaborate with other Senior Engineers and team managers to optimise the resource and demand balance and ensure adequate and appropriate resources are available to deliver the annual programmes of work.
  • To ensure efficient and effective performance of the team to enable the team to meet performance targets.
  • Implement performance management processes (Performance Conversations), ensuring the Team are clear on expectations and standards of performance required.
  • Responsible for the assessing and managing the training requirements of the Team.
  • Take responsibility for the cost effective design and ECI for schemes delivered by the Team.
  • To ensure schemes are designed and constructed in accordance with design standards.
  • Ensure that Operational staff and Design staff work collaboratively to achieve the outcomes required and that 'ECI' activities are completed to ensure efficient and safe delivery.
  • To ensure the elected representatives are kept informed about the progress of works.
  • Undertake safety inspections of construction works and ensure design standards are achieved.
  • Contribute to the ongoing development of engineering excellence within Suffolk Highways to help engender a culture of excellence and continuous improvement.
  • Provide professional and technical guidance and coaching and encourage staff self-learning and development.
  • Ensure you are aware of industry best practice and innovation so that they can be introduced into the Suffolk Highways Contract.
  • Ensure effective checking, certifying and authorising processes are being followed.


Key Skills and Qualifications:

Essential:
  • HND/HNC or equivalent in a relevant discipline, or demonstrable experience of management.
  • Experience of CDM
  • Experience of works planning and programming
  • Experience of site supervision
  • Be able to check and verify the technical outputs of the team prior to issue to clients and operational staff.
  • An understanding of the relevant engineering, service or technical disciplines.
  • Understanding of relevant design standards (SHW etc) for Highways Design and how to apply them in the highways improvement environment.
  • Ability to build relationships and interact effectively with stakeholders.
  • Knowledge of full MS office suite including Project, Project Server & SharePoint.
  • Able to undertake technical compliance checks.
  • A positive problem solver with demonstrable experience of personnel, project and technical management.
  • Organised and logical thinker.
  • Good communicator (written & verbally) with clients, colleagues and the public.
  • Forward thinking, proactive and assertive.
  • Self motivated with the ability to motivate others.
  • Able to work on own initiative.
  • Team Player.
  • Good organiser & the ability to prioritise.

Desirable:
  • Degree or equivalent in a relevant discipline, or demonstrable technical experience in the Highways Design sector.
  • Chartered/Incorporated member of a relevant institution or demonstrable experience.
  • Demonstrable experience in personnel management, resource allocation and general management.
  • Experience of the CDM regulations and risk identification and assessment.
  • Experience of the main management systems & processes used with Kier and Suffolk Highways, or a similar construction/design business.
  • Commitment to self development and sharing of skills and specialisms.
  • Supporting the development of best practice and improvement in service delivery.
