Location: Any UK office location (with 50% office attendance required)
Contract Length: Until 31st March 2026 (extension likely)
Rate: Up to £680 per day (Umbrella, Inside IR35)

About the Role

We are seeking an experienced Programme Manager to support the delivery of a major, high-profile transformation initiative. Working alongside a Programme Director, you will play a pivotal role in shaping and driving organisational, digital, and data-driven change across multiple workstreams.

This is a unique opportunity to lead strategic transformation at scale, contributing to nationally significant programmes.

Key Responsibilities

  • Programme Leadership: Partner with the Programme Director to coordinate complex programme delivery across multiple workstreams.
  • Workstream Delivery: Lead operating model design, organisational design (staffing, redeployment, retraining, redundancy planning), and support the development of a new technology and data strategy.
  • Transformation Execution: Embed automation, digitisation, and self-service capabilities while ensuring effective governance and programme funding oversight.
  • Stakeholder Engagement: Build trusted relationships with senior stakeholders, including board-level executives, across a complex delivery ecosystem.

Programme Context

This programme is part of a wider transformation driven by government spending reviews and legislative reform. Key initiatives include:

  • Affordable Housing Scheme
  • Affordable Housing Fund
  • National Housing Delivery Fund
  • Legislative transformation to support housing reform
  • Establishment of a National Housing Bank

These initiatives are due to be operational from April next year, with a strong focus on embedding sustainable change into 2026.

Candidate Profile

We are looking for someone with:

  • Proven experience in operating model and transformation programme delivery.
  • Strong understanding of digital and data strategy in change environments.
  • Excellent stakeholder management skills, ideally within public sector organisations.
  • The ability to lead diverse teams and suppliers in a complex delivery landscape.
  • A proactive, solution-driven mindset, able to bring clarity and energy to challenging programmes.

Candidates with strong stakeholder management backgrounds but lighter operating model experience may still be considered.
Public sector transformation experience is highly desirable, though private sector candidates with relevant expertise will also be considered.
