This is an exciting, crucial role within Kier Utilities working on the Integrated Operational Solutions (IOS) alliance with 3 other leading water utility companies in the UK, Anglian Water, Barhale and Morrisons.

No day will be the same in this crucial role where you will support the Project Delivery Manager.

The successful post-holder will be responsible for the individual management of mechanical, electrical, civil and combined schemes, predominately under a Framework agreement.

The post holder will deliver schemes within budget and to an agreed programme in conjunction with ongoing sound financial management whilst undertaking a pro-active, hands-on, approach to ensure successful delivery from inception to completion of projects.


Key Responsibilities:
  • Delivery projects with minimal supervision or assistance within budget and timescales without compromise on safety and environment
  • Outline engineering from inception to completion of schemes utilising in-house functions and resources
  • Liaison with client's engineering and operational staff to ensure Key Performance Parameters are met or exceeded within budget constraints
  • Ascertain preliminary and detailed design/project requirements and solutions
  • Prepare estimates and quotations and complete contract documentation
  • Co-ordinate and liaise with suppliers, specialist sub-contractors, in-house functions and resource
  • Procurement of plant, materials and specialist subcontractors using both client and Kier financial management accounting systems
  • Compile and collate final contract documentation, "as-built" drawings and test sheets for inclusion into operation & maintenance manuals
  • Overall responsibility for profit/loss on contracts undertaken
  • Establishing and agreeing price variations and final accounts
  • Accountable for the delivery of all allocated projects ensuring that these projects are kept 'on track' by own team to agreed cost, time and quality parameters and any arising issues mitigated appropriately
  • Responsible for full project lifecycle from receipt of need through scoping, construction, project handover, formal sign off and managing any warranty issue that arise post handover.
  • Responsible for complying with Client Governance at job level, supporting PDMs to ensure overall parcel health and providing information to feed back to board.
  • Works closely with allocated QS to ensure cost forecasts for projects are maintained to required accuracy and any cost variance mitigated and/or reported as appropriate
  • Responsible for escalating issues that will impact the overall programme of work to the PDM.
  • Manages risk and change at job level, and escalate through from channels where needs be
  • Ensures that the PDM is kept informed through both formal and informal updates
  • Ensures that projects are properly planned in P6 and SAP, and that project updates are accurate and timely within IOS work management system.
  • Responsible for the development and promotion of solutions with appropriate Risk and Value principles applied together with TOTEX thinking to identify solutions that meet all stakeholder needs
  • Involvement in peer & constructability reviews to ensure promoted solutions are viable from a safety and commercial perspective and generally fit for purpose
  • Accountable for all projects having Delivery Execution Plans (DEPs) with Stakeholders agreement.
  • Responsible for individual compliance with CDM 2015 regulations with an understanding of roles and responsibilities.


Key Skills and Qualifications:
  • Holds the relevant qualifications (e.g. ONC/ HNC/ B.Eng or an NVQ equivalent)
  • Previous experience within the water industry
  • Commercial and contractual awareness
  • Proficient IT skills (working knowledge of COINS, Microsoft Suite preferred)
  • Good communication skills
  • Patient and diplomatic
  • Self-motivated
  • Excellent organisational skills and the ability to organise
  • SMSTS
  • Knowledge of H&S & CDM regulations
  • Excellent communication and reporting skills - written and verbal
  • Experience of working within a governance framework
  • Ability to manage workload of self and others to tight deadlines
