Key Responsibilities:
- To improve service level agreements with Supply Chain members and internal departments.
- To participate in the implementation of strategic procedural and practical changes to increase productivity and performance.
- To comply with Kier Procedures and policy on Procurement including participation in Audits (Internal/External)
- Play an active role in the preparation of Tender Lists at both Pre-Construction and Delivery
- Understand, implement and champion the Supply Chain policy, strategy and action list
- Provide leading edge support in the development of Supply Chain membership to an agreed programme, covering all identified trade/category groups
- Disseminate aims and objectives to Supply Chain membership through a programme of meetings, briefings, specific trading opportunities and other suitable means
- Manage the performance measurement of Supply Chain membership per the installed mechanisms, including KPIs
- Perpetually review, grade and re-grade Supply Chain membership according to performance results, ensuring appropriate internal distribution
- Monitor and influence project purchasing activity ensuring best buy via Supply Chain involvement
- Help shape the invitation and sourcing of supply and Sub-Contractor quotations regarding bid management process
- Steer quotation invitation and trading practice generally, to electronic means according to Supply Chain membership capacity (including pre-tender)
- Contribute as required to bid management process in various Procurement matters including Supply Chain arrangements; product specification and options; price and inflation trends; Group deals; buying betterment potential
- Provide reports and periodic updates as required on buying performance for projects within jurisdiction
- Work with all areas of the business to establish levels of excellence in customer service.
- Liaise with others to help develop and implement the Strategic Procurement strategy.
- Liaise with Senior Managers and Project teams through pre-contract, delivery and post-contract activities to ensure Procurement opportunities are maximised.
- To ensure that those involved in Procurement comply with all Kier Group mandatory purchasing agreements and maximise use of Preferred Suppliers where appropriate.
- Promoting the group Preferred Supplier List to maximise our rebate potential and bundling opportunities.
- Engage and develop relationships with key internal & external stakeholders to promote the best interests of the company and who provide work opportunities.
- Attend and lead events with the Supply Chain.
- Ensure all recommended trade contractors/ goods/service providers have been subject to the Kier prequalification process and all vendors are approved before use.
- Develop and maintain tender lists and supplier/trade contractor selection lists with stakeholders.
- Provide advice and strategic data to support the pre-construction department.
- To liaise with other Business Units to ensure business intelligence is used to benefit KCN.
- Set, review and implement approved continuous improvement initiatives.
- To prepare monthly board reports and provide reporting within sectors of the business as required.
- Periodically audit the Supply Chain and carry out visits to ensure compliance.
- Degree level education (preferably Construction or Supply Chain related), or qualified by experience
- Ideally membership of professional body (MICPS) or working towards
- Significant experience of Procurement in the construction industry
- Knowledge of the forms of sub-contract for the building, civils and utilities sectors would be beneficial
- Proven experience of negotiating with suppliers and sub-contractors
- Ability to prioritise workload and work to deadlines
- Computer literate (use of excel and word) and Multiple Purchasing systems
- Commercial Awareness
- Excellent communication and strong diplomacy skills

- Ability to work on own initiative and to timescales
- Ability to provide high quality output in a fast-moving and fluid environment
- Initiative required for developing Supply Chains for moving markets and sectors

- Experience of negotiating and managing group framework agreements with suppliers, manufacturers and sub-contractors
- Capability of delivering significant cost savings through vendor negotiations.
