Kier Utilities are looking for a Reinstatement Technical Manager to report to the Operations Manager, the Reinstatement Technical Manager (RTM) will support contract operational teams by managing relevant aspects of highway reinstatement across multiple contracts.

In collaboration with Operational managers, the RTM will be responsible for managing reinstatement process and compliance of technical, quality, environmental, SLG, safety and noticing aspects of the works , across multiple contracts.

Key Responsibilities:
  • Support contract management at supply chain meetings and manage supply chain compliance.
  • (Ensure consistency across multiple Kier contracts)
  • Representation at meetings - In collaboration with the Streetworks and Scheduling Manager manage input & outputs of the meetings
  • (Ensure consistency across multiple Kier contracts)
  • Manage reinstatement technical process for operational contracts, attendance and direction in to contracts operational meetings.
  • Inspection and management of Highway Defects
  • Undertake Line in the Sand training - Manage delivery to contract teams
  • Coach and train operational teams - Train & Manage Supervisors to undertake compliance auditing
  • Undertake internal coring programmes - Manage the process.
  • Review of coring reports - Action findings.
  • Review and collation of audit performance reports
  • Forge & maintain effective relationships with Street Authority Inspectors
  • Effective relationships with dry & coated material suppliers
  • Explore and implement innovative techniques, materials and equipment
  • Promote and develop recycling and environmentally friendly practices
  • Random audit of operational teams
  • Continuous improvement in performance of the site teams and reinstatement teams
  • Consistent application of best practice across multiple contracts
  • Implementation of robust auditing of work in the highway through regular inspections.
  • Technical support to Area Managers, Planners and Jeopardy Co-ordinators
  • Deal With Customer Complaints on behalf of Customer Services

Key Skills and Qualifications:

  • Extensive knowledge of the Traffic Management Act 2004
  • Extensive knowledge of the New Roads & Street Works Act 1991
  • Knowledge of the Health & Safety at Work Act
  • Working knowledge of the Specification for the Reinstatement of Openings in Highways
  • Understanding of reinstatement best practice
  • Knowledge of coated and granular materials
  • Knowledge of compaction equipment
  • Understanding of materials testing
  • Experience of delivering coring programmes
  • Managing successful relationships with council & Streetworks Authority staff
  • Knowledge of recycling practices involving excavated and imported materials and experience of implementing and monitoring recycled materials
  • 2 Day SSSTS, NRSWA Supervisor, EUSR Water Hygiene & Utility SHEA.
  • Previous experience of managing people both direct and sub contract.
  • An organized and methodical approach to work.
