Location: Ipswich, Suffolk

Kier Local Highways are currently recruiting for a Road Closure Coordinator to join the Suffolk Highways contract.

Kier Highways design roads, bridges and intelligent transport systems (ITS), covering strategic and nationally important roads, as well as local roads serving local communities. Our projects range from major improvements to complete renewals of roads and structures. With specialist teams, we manage complex works from conception through to handover at the end of maintenance periods.

Job Purpose:

To efficiently and effectively manage the end to end process for all road closure requests for Suffolk Highways. Work closely with the TMA Noticing Officer and Network Assurance team to ensure compliance with the TMA, legal process and ensure appropriate consultation across Suffolk Highways, passenger transport and all other relevant stakeholders. Provide an administrative and business support role within the Suffolk Highways Control Hub, particularly in relation to the delivery of reactive works.

Key Responsibilities:

  • Administrate all requests for Temporary Traffic Regulation Orders (TTRO), track and ensure all changes that impact either the road closure application or works order completion date are managed and mitigated in the most appropriate way, both operational and financial.
  • Ensure that these TTROs and associated notices are recorded in Insight so that there is countywide visibility of this activity, particularly for the benefit of the Customer Service Centre, Customer Liaison Officers, Highway Condition Technicians, Community Wardens, Network Co-ordinators and Network Inspectors;
  • Co-ordinate road closures across Suffolk Highways to identify and record opportunities and success in facilitating the best use of Suffolk's highway network, minimising disruption;
  • Provide accurate data so that it facilitates the opportunity to co-ordinate additional work;
  • Keep accurate records of the performance of Suffolk Highways in providing accurate and timely road closures;
  • Develop expertise and knowledge of administrative systems;
  • Contribute to team meetings and internal or external communications;
  • Provide an efficient support for the Control Hub, covering administration duties (which may include dealing with emergency calls, administering the lone worker system, statutory undertaker's equipment enquiries and telephone correspondence).
  • Provide support during times of severe weather, potentially including out of hours working.

Key Skills and Qualifications:

  • NVQ level 3 in an appropriate subject (i.e. business administration or customer services) or equivalent knowledge and experience.
  • Have a good understanding of compliance with NRSWA legislation (New Roads and Street Works Act 1991) and TMA (Traffic Management Act 2004)
  • Good working knowledge of software systems such as MS Word, Excel, Outlook, SharePoint, Powerpoint, Insight and Works Manager
  • Proficient and accurate keyboard skills for producing reports and letters, as well as entering data onto databases and spread sheets and taking notes of meetings;
  • Knowledge of and proficient in the use of general office equipment;
  • Demonstrable understanding of confidentiality and data protection requirements in the workplace;
  • Understands customer needs and knows how to deliver a good customer service experience.
  • Research and problem solving skills to deal with queries and issues.
  • Knowledge of New Roads and Street Works Act 1991 and Traffic Management Act 2004.
  • Experience particularly in, highway maintenance, road construction and surfacing.
  • Well-organised with an ability to organise others;
  • Good communication skills (in person and in writing) with an ability to build relationships and interact clearly and effectively with stakeholders;
  • Organised, logical forward thinker and positive problem solver;
  • Able to progress a series of activities within recognised guidelines;
  • Self-motivated team player;
  • Have a flexible approach to working and demonstrable experience of readily taking on new challenges and responsibilities.
