Location: Shrewsbury (with travel around Shropshire)

Kier Local Highways are looking to recruit a Senior Delivery Manager to join the Shropshire Council highways maintenance contract.

Kier Highways design roads, bridges and intelligent transport systems (ITS), covering strategic and nationally important roads, as well as local roads serving local communities. With specialist teams, we manage complex works from conception through to handover at the end of maintenance periods.

Job Purpose:
  • Reporting directly to the Contracts Manager, this role will be part of the senior management team and will be expected to contribute to the Shropshire Highways strategy as well as policies and programmes to enhance Kier's services to SC and other organisations.
  • To provide a safe, efficient and continuously improving highway and environmental service in a collaborative manner.
  • Through a deep and thorough understanding of existing alliance and major framework contracts, the post holder will be able to identify and implement innovative service solutions to ensure the delivery of business wide objectives.
  • The demanding requirements of this post will require personal initiative to ensure the operational performance of the Highway maintenance; construction and environmental activities on the contract are robust and demonstrably improving. This requirement will be demonstrated by improved operational efficiencies, reductions of variable costs and the underlying performance targets established within the contracts suite of indicators.

Key Responsibilities:
  • Manage designated area of the work, incl Contracts Highway Construction works; structures schemes; environmental projects; Streetscene; Landscape and Street Lighting.
  • Oversee the delivery of the all projects across the contract via supply chain partner. Ensure forecasts and budgets are established and cost control procedures are in place. Exceed financial targets.
  • Work in close collaboration with SC and Partners to foster positive open style relationships with a view to instigate service improvement strategies.
  • Promote a culture of integration, continuous improvement and the use of best practice.
  • Develop and deliver a robust, efficient and consistent operating solution throughout the area of responsibility.
  • The development and implementation of revised working practices to maximise workforce and operational efficiency
  • The application of revised processes and procedures to ensure compliance with the requirements of the contract quality management systems
  • Build close relationships with Stakeholders and promoting Kier culture and respect for all
  • Promote and drive continual imp and innovative ideas sharing of best practice.
  • Ensure that the systems and processes are specific to the Shropshire contract and they are delivered and implemented such that targets are achieved or indeed exceeded.
  • Implement Business Improvement strategies in line with Shropshire Council drivers Customer satisfaction Asset network condition; Local engagement; Modernisation; Value for money.
  • Take the lead on ensuring the inclusion of Kier Supply Chain in to Shropshire Highways with the aim to achieve ISO44001 accreditation.
  • Secure additional third party works to develop the Kier offering in the local area.
  • Develop the in-house capacity of Kier not only offered to Shropshire Council but other Clients in the Shropshire area.

Key Skills and Qualifications:
  • Have extensive civil engineering; highways maintenance or Streetscene experience at a senior level.
  • Have a full understanding of construction projects and major framework contracts, as well as highways maintenance and environmental sector.
  • The ability to think laterally. An innovator with drive and strong interpersonal, leadership and problem solving skills.
  • Possess an appropriate qualification and have sound technical and commercial knowledge.
  • Have a sound understanding of H&S and environmental legislation and best practice.
  • Demonstrate experience of instigating and managing business change.
  • Have an in depth knowledge and understanding on how local authorities operate.
  • Have drive and strong interpersonal, leadership and a passion to deliver continuous improvement.
  • To have excellent communication skills at all levels with ability to engage proactively with Clients and Stakeholders.
  • Ability and evidence of forming trusted working relationships across contract teams, partners and business collaborations, which maximise operational benefits through the sharing of resources effectively.
