Within Kier Utilities we support UK Power Networks in 'keeping the lights on' for 8.2m customers throughout London, the South and the South East. As part of the ED1SON Capital Delivery Alliance - comprising UK Power Networks, Morrison Utility Services and Clancy Docwra - we are charged with delivering a £1billion+ project programme in the 2016-2023 ED1 regulatory period.
About the role
The Capital Programme annual budget is circa £140m with Customer Connections project often above £100m. Project values range from £100k to £30m including high profile schemes such as HS2 and the Battersea Development.
As the Estimator you will be responsible for producing and updating budget estimates for Capital projects for delivery by the ED1SON Alliance You'll be providing estimating advice to persons such as Development Managers, Project Managers and Quantity Surveys.
We will need you to establish the Target Budget for incorporation into NEC3 Option C contracts and Fixed Prices for incorporation into NEC3 Option A contracts. You will also be responsible for reviewing and managing the amendment of UKPN and Alliance CU rates
You'll be beeting and liaising with UK Power Networks and other Delivery Members to acquire an understanding of the project/programme at hand, also reviewing, evaluating and agreeing risks and associated values for inclusion in the Target Budget.
You'll need to have experience of reviewing and interpreting all the material available including surveys, drawings and other documents available to establish a Target Budget or Fixed Price using UK Power Networks' compatible units (CUs).
Stakeholder management will be key whilst you liaising with specialists, suppliers and vendors where necessary in order to establish the scope in sufficient detail to enable an accurate estimate to be established.
Preparing estimates relating to Connections projects for the purposes of submitting customer quotations and subsequent verification after concept design.
Reviewing price submissions from the Delivery Members to establish accuracy and reasonableness.
Knowledge, Skills, Qualifications and Experience:
- Good knowledge of the Construction and/or Utilities industry activities and costs.
- Experience in estimating electrical works is preferable, experience in estimating construction utilities is essential with knowledge and awareness of electrical as a minimum.
- BSc/BA in engineering, construction science or relevant field.
- Ability to carry out the measurement of works and financial analysis is essential with good maths and IT skills in particular MS Excel.
- Computer literacy and experience is essential, experience in the use of estimating software such as Candy, Causeway or CostOS is preferred. The ability to learn and use a variety of systems is essential.
- Good verbal/written communication and negotiating skills.
- Good organisation and reliability.
