Kier Local Highways are recruiting for a Structures Inspector to join the Surrey Council highways maintenance contract.

Job Purpose:
  • Undertake and assist with bridge inspections ensuring that they are carried out safely on the Network with all recorded defects being managed to maintain the Clients Structures in a good and safe condition (Note: where the term "bridge" or "bridges" appears in this document that is deemed to include all highway/rail structures, which typically include bridges, footbridges, subways, culverts, retaining walls, gantries, tunnels and masts)
  • Assist with with technical support, day to day running and development of the bridge management team.


  • Key Responsibilities:

  • Ensure that all the Kier Highways processes & procedures for H&S and Bridge/Structures Inspections are followed. Ensure compliance with the Kier Highways 'Integrated Management System' (IMS) within own workload.
  • Assist with the planning of annual routine inspection programme
  • Supervise and carry out designated Routine Inspections of highway structures to meet targets. This will primarily be the General Inspection (GI) & Principal Inspection (PI) programme, but could also include Special Inspections (SIs) & survey tasks on study or feasibility type work, subject to capability.
  • To undertake the inspections & identify/supervise testing to standards in the Inspection Manual for Highway Structures and DMRB.
  • Identify and report Maintenance Actions and/or alternative agreed formats; identify defects for maintenance work with outline costs, recommend suitable solutions, and areas for further inspection SIs or monitoring.
  • Record on the computerised Bridge Management System, the routine inspection data, and carry out the required inventory updates and resilience recommendations.
  • Producing or assisting with technical documents and reports to appropriate standards. To complete relevant forms & paperwork as role requires in a timely manner.
  • To be able to work nights, weekends and Public Holidays as required by the inspection programmes.
  • To operate plant & equipment relevant to role (with appropriate training).
  • As required liaise with Statutory Undertakers who wish to place plant or equipment on bridges.
  • To assist the Principal Engineer to promote, plan and execute SIs as required in conjunction with the PI programme.
  • To assist with technical support and advice to the structures team members, with mentoring to graduates, operatives and less experienced staff on inspection activities e.g. to help other Inspectors in the team comply with relevant standards and contractual obligations.
  • Actively promote Health and Safety in the workplace, setting a good example to other employees and ensuring awareness of and compliance with general Health and Safety responsibilities as set out in the Health and Safety Management System.
  • Perform other duties as may from time to time be reasonably required.
  • Be available to be on standby in a 1 in 3 week rota and attend emergency inspections outside of normal working hours (16:30 to 06:00). Assist the Out of Hours Emergency Hub in ascertaining the condition of an asset that may have been subject to damage so they can arrange for a suitable make safe solution.


  • Key Skills and Qualifications:

  • Certified as an inspector under the LANTRA Bridge Inspector Certification Scheme (BICS), or proactively working towards certification.
  • Experience of bridge inspections to UK standards.
  • Knowledge of materials testing.
  • Good general civil engineering knowledge. Ideally some construction site experience.
  • Can deliver good written reports and communicate orally. Also, good technical reporting and computer skills are essential.
  • Valid UK Driving licence is essential.
  • Experience in a wide variety of structures repair techniques and a good portfolio of varied structures experience an advantage.
  • Good track record of H&S training.
  • Fluent written and spoken English.
  • Current CSCS, confined space training certification, MEWP operator/IPAF, and PTS training/certification desirable.
