Application closing date 22th July 2019 Introduction: Kier Highways design roads, bridges and intelligent transport systems (ITS), covering strategic and nationally important roads, as well as local roads serving local communities. Our projects range from major improvements to complete renewals of roads and structures. With specialist teams, we manage complex works from conception through to handover at the end of maintenance periods.
Key Responsibilities:
Determine eligibility for transport, assess, analyse, and plan ensuring that the needs of the individual(s) are adequately met and that transport is provided in the most efficient way whilst maintaining a high standard of service in accordance with all relevant policies and procedures.
Ensure a multi-agency approach to all planning, which will include communicating with schools, service users, social workers, care managers, establishments, parents and policy makers in order to develop awareness, understanding to solutions of common issues and thus resulting in a decrease of reactive queries and complaints.
Ensure that, where required, parents/legal guardians receive confirmation of transport arrangements prior to the first journey commencing and are provided with any relevant bus pass for this journey.
Develop, implement and maintain the current database and routeing software in order to ensure that accurate records are kept can provide statistical information for budget management and understanding future demands.
Assess client information received from all sources to determine if there are health and safety implications that will need a risk assessment and ensure that these are received and considered during the planning process.
Determine the most cost effective way in providing transport for clients, including children of statutory school age, post 16 and concessionary students and vulnerable children & adults. The jobholder will also be required to cover the Senior Transport Planner and any other Transport Planner where required.
Investigate the absence of clients especially the elderly living alone, the continued absence of children currently assigned transport provision and the absence/lateness of parents whose children are brought home by NCC transport. These are then monitored to ascertain their safety and where it is felt necessary, our safeguarding representative is contacted and informed.
Continually review current transport arrangements to ensure that the quality of the provision is of a high standard, and vehicles are appropriately utilised and represents value for money.
Provide guidance and support to colleagues, service users, partners and professionals both internal and external, developing effective relationships in order to reach agreed outcomes of service delivery that meet the appropriate/relevant requirements.
Ensure all client information is kept confidential in accordance with the Data Protection Act and GDPR and demonstrate awareness and understanding of Equal Opportunities to ensure equality during the planning process and mitigate the possibility of challenges from parents/carers and other agencies.
Key Skills and Qualifications:
IT literate and familiar with working with Microsoft Office and other common IT systems. Must be confident working with bespoke systems, and have numeracy and literacy skills. Excellent communication skills
Knowledge and understanding of Data Protection Act and GDPR with the ability to maintain confidentiality of information
Ability to demonstrate awareness/understanding of Equal Opportunities
Knowledge of NCC transport policies
Knowledge of the County with regards to roads, footpaths, bridges etc
Knowledge of safeguarding legislation
Knowledge of transport requirements of social care & health and special needs passengers including specialised equipment.
