Key Responsibilities:
- Full supervision and co-ordination of all service provider(s) (either Infrastructure Operations or the external supply chain) to deliver Winter Service and cyclic and reactionary environmental highways works (drainage, sign cleaning, hedge and tree maintenance, rural grass cutting, skirting, weed spraying and grip cutting) to ensure full compliance with HMOP and statutory requirements.
- Working with Works Technicians and service provider(s) (either Infrastructure Operations or the external supply chain) to prepare programmes of planned cyclic environmental highway works seeking to ensure that operations can be undertaken in the most cost effective manner providing asset data as required.
- Assist in development and ongoing management of the asset management data base
- Act as a lead winter supervisor for Suffolk Highways responsible for resource control (plant, salt brine etc) winter service auditing, route compliance checks, Maintaining of records, development of rotas to ensure correct level of resilience including working out of hours on winter service
- Liaise with Communications and Customer Services Team to ensure that programme information is updated for display in the public domain.
- Delivery of the technical compliance of operations by the workforce for all winter & cyclic processes.
- Collaborate with other service provider(s) to optimise the resource and demand, balance and ensure adequate and appropriate resources are available to deliver the programmes of work.
- Have responsibility for assessing and managing the training requirements of the operatives.
- Undertake regular site safety inspections and instigate corrective actions as necessary.
- New Roads Street Works Act (NRSWA) Supervisor accreditation
- Health and Safety Qualified preferably IOSH or Site Management Safety Training Scheme (SMSTS) or demonstrable equivalent training or qualification.
- City & Guilds Unit 21 winter maintenance (Winter Supervision and Monitoring)
- First Aid at Work
- HAVS awareness
- Sharps awareness
- Cable avoidance (Cat & Genny)
- Knowledge of, drainage and soft estate maintenance standards and techniques;
- Experience of safety standards and SHE regulations for a variety of road works including working on live carriageways;
- Experience of appropriate traffic management requirements, including the signing and guarding of highway works
